| Georgia General Education Decentralization and Accreditation (GEDA)
The Georgia General Education Decentralization and Accreditation (GEDA) project works in concert with the Georgia Ministry of Education and Science (MES) to implement the provisions of the new Laws on General Education and Higher Education. This government initiative represents a fundamental restructuring of education delivery and support systems throughout the country. In support of these efforts, GEDA is characterized by two principle themes:
- Decentralization
The GEDA project promotes transparency in education, finance, and decision making. GEDA assists Georgia’s school decentralization process by supporting the creation and refurbishment of 70 Education Resource Centers (ERCs) throughout the country. The ERCs provide an interactive venue to connect the needs of schools and communities with the resources and expertise of the Georgian Ministry of Education and Science, other related institutions, and international organizations.
- Accreditation
The GEDA project promotes accountability and quality control by supporting the creation of National Accreditation Center (NAC) that will be recognized by international education institutions, accreditation organizations, and governments. The central objectives of the project are to:
- Develop a national strategy and action plan to implement the decentralization program for general education;
- Establish Education Resource Centers as regional bodies of education management;
- Assist in the implementation of reforms at the regional level;
- Help develop and institutionalize an accreditation system for general, vocational, and higher education institutions; and
- Build the capacity of the MES in such areas as education administration, financial management, and training in order to sustain the decentralization and accreditation programs.
