| Measuring Quality and Student Learning Outcomes —Benchmarking Study of National Monitoring and Accountability Programs

A critical dimension of quality basic education is student cognitive and affective learning outcomes. Policymakers, education officials, and teachers need to have empirical evidence about student acquisition of knowledge, competencies, and skills, and to incorporate the information into improved planning, management, and teaching.
Surprisingly, scant systematic information is available in developing countries to describe the structure, use, and quality of current assessment practices. As a result the capacity to develop sound policies and practices is hampered.
