| EQUIP2/Liberian Teacher Training Program (LTTP)
The USAID-funded Liberian Teacher Training Program (LTTP) is designed to utilize an integrated set of policy, support, and capacity building activities to address the critical shortages of qualified teachers and institutional capacity to produce new teachers. Ultimately, the goal of the project is to train teachers to be teacher trainers and prepare teachers to teach. This project supports several cross-cutting thematic objectives:
- Education Management
- Organizational Development
- Information Technology
- Sustainability
Initially, the project will focus its efforts in the southeastern regions of Grand Gedeh, Sinoe, Maryland, Bong, Lofa, Monteserrado, and Nimba counties. The project objectives incorporate a series of deliverables designed to strengthen the capacity to deliver education services by:
- Supporting the Ministry of Education in developing a strategy to improve the teacher education system and support Ministry of Education initiatives to reform curricula at various levels;
- Strengthening the teacher professional development system at the College of Education and in the three national Rural Teacher Training Institutes (RTTIs) by upgrading staff, reforming curriculum, developing materials, and conducting training;
- Developing and delivering in-service teacher training;
- Strengthening school-level management and community support for education; and
- Providing research on policy and program effectiveness to help define new policies and systems.
Phase I: While working closely with USAID and the Liberian Ministry of Education to ensure a common understanding of the project, LTTP will conduct needs assessments in the following four technical areas:
- Curriculum for bachelors, masters, and doctoral programs at the University of Liberia
- In-service training at RTTIs
- Ongoing training programs for primary school principals
- Community-based activities and support of education
Phase II: The project will implement a workplan based on outcomes of the needs assessments. In addition to the strengthening activities in technical areas, a series of integrated professional development activities will be delivered using appropriate distance education tools and strategies. The project will support the Ministry of Education in developing a competency-based modular training program to enable teachers to be upgraded from C Level to B Level in a manner that will minimize disruption of work schedules.
