Success Story - SSTAP Meets Demand for Teachers
The EQUIP2 Southern Sudan Technical Assistance Program (SSTAP) provides technical assistance to the newly-formed government of Southern Sudan through capacity building activities that support the Ministry of Education, Science, and Technology (MoEST) in Juba, Southern Sudan. SSTAP contributes to the legitimacy and efficacy of the nascent MoEST by providing technical expertise to select departments. This project supports several cross-cutting thematic objectives:

- Education Management
- Organizational Development
Since 2005, SSTAP has provided MoEST with technical advisors who support and inform four MoEST directorates: Planning and Budgeting, Administration and Finance, General Education, and Quality Promotion and Innovation.
Directorate of Planning and Budgeting SSTAP conducted a situational overview of the Annual Education Census and Education Management Information Systems and worked with MoES to improve data collection and analysis. Through a sister project funded by UNICEF, SSTAP supports the Directorate of Planning and Budgeting, Department of Planning, in inputting and analyzing data.
Directorate of Administration and Finance SSTAP has contributed to MoEST budgeting exercises, including the 2005 budget formulation, the 200-Day Action Plan for 2006, the costed Education Sector Plan, the 2006 costed Education Strategy paper, and the 2007 MoEST budget request. SSTAP has assisted the Ministry in computerizing payroll and expenditures, training staff on basic computer skills, and establishing administrative systems. SSTAP also assisted with the formulation of the Southern Sudan Teachers’ Code of Conduct.
Directorate of General Education SSTAP provides technical assistance to the areas of alternative education programs and school-based management by conducting analyses of the current situation in Southern Sudan, applying theoretical and practical experience from neighboring countries, and recommending strategies for improvement and development.
Directorate of Quality Promotion and Innovation SSTAP supports the development of a robust teacher professional development program by conducting detailed situational analyses of the current status of teacher training and assisting with the formulation and rollout of a fast track teacher training program and an in-service teacher training program.
