Mali Regional Action Plan Decision Making (RAP-DM) Project

Success Story : RAP-DM Creates an Integrated Finance Structure

Despite an initial lack of understanding about technical assistance opportunities, the Ministry of Education requested assistance from the Regional Action Plan Decision Making (RAP-DM) Project for positioning of donor funding in March 2005. This work and its subsequent success opened the door to an increased level of collaboration and more rapid progress to intermediate results. After six months in its start-up phase mode, RAP-DM is now considered a valued addition to and is fully integrated into the Ministry of Education’s decentralization work in Mali.

The Ministry of Education requested RAP-DM technical assistance to present a clearer operational picture of donor support and successfully negotiate PISE financing. The Ministry had done an initial donor pledge survey in December 2004, and negotiations during the reporting period focused on obtaining additional funding in order to implement planned activities at the central, regional, and local levels. It was therefore necessary to not only update the financing plan but also analyze sector financing with respect to the funding scenarios used in the Medium Term Spending Framework (CDMT). RAP-DM also supported the Financial Management Directorate’s (DAF’s) update of the Ministry’s budget programming document update to link the CDMT, national budget, donor resources, and identified needs.

Because there was no previous distinction in the donor financing scheme between resources made available to DAF and those transferred directly to implementing agencies, regional and local Ministry offices were at a particular disadvantage as large parts of their budgets were often already slated for use elsewhere. With the assistance of RAP-DM, the DAF team delineated the transfer of funding resources for Regional Education Action Plan activity implementation. New projects are more likely to be integrated into the local system when they provide technical assistance that supports the local partner organization. This activity fits well in the RAP-DM intermediate result “Help Académie d’Educations strengthen their capacity to plan and effectively implement, as well as monitor and evaluate, their activities, and manage their funds.” Three indicators were retained for this intermediate result, including “Increased level of Regional Action Plan budget execution.”
