| Uganda Support for Education Management Information System (EMIS)
The Uganda Ministry of Education conducts an annual education census exercise to collect information so it can better plan a national strategy to properly allocate scarce education resources. The information gathered has not been as useful as it could be due to delays in data gathering, poor quality data or planning exercises that were not well coordinated. AED is working with the Ministry to improve the timeliness, accuracy, reliability, and availability of the information gathered and to improve strategic planning techniques.
The Uganda EMIS Program provides the Ministry of Education with the logistical, operational, and technical support to continue enhancing and strengthening their Education Management and Information System (EMIS). The project is an integrated set of system capacity building activities in three components:
Improved Strategic Planning and Management for PIF Implementation
Strengthened Education Management Information System with Needs Assessments, Training, and Equipment
Strategic Business Plans for the Universities of Malawi and Mzuzu
The following are primary activities:
School Mapping Exercise The main objective of this school mapping exercise is to improve the credibility of the EMIS data to all the stakeholders. This exercise focuses therefore on correcting the existing schools registry for future data collections.
Intensive ED*ASSIST Policy & Maintenance Training The Ministry has reached a critical "tipping stage" in terms of EMIS acceptance. Now that major tools, procedures, and equipment are in place throughout the country, systematic efforts at institutionalization need to be made. Training at regional and national offices are planned to increase analytical activities, as well as provide top- level skills to increase the technical sustainability of the existing systems.
Follow-On MOES Training in Systems Use The Ministry requires an increased level of training for EMIS, not only at the Ministry headquarters, but in districts as well. Training requirements have progressed from base computer skills and general familiarity to actual development of reports, interpretation, and presentation. Although 20 districts previously received training, the program is to be extended to the remaining 36 Districts.
Creation of a Mini-Census for Twice Yearly Updates for Primary Schools Uganda, as with a number of other Eastern African nations, needs more frequent updates on national, core information. To date, this has been difficult because of the need to adjust to the huge increase in volume of activity. In this mini-census, a smaller, simpler instrument and process will be developed to highlight student, teacher, and key financial needs for the country at the District level. This process of setting up a mini-census involves a new, tested survey instrument, new software, modified procedures, and a selected amount of scanning equipment to speed actual data capture.
