EQUIP1/Haiti

Haiti

Context
With over a third of Haiti's primary school aged children not enrolled in school and about half the adult population illiterate, improved education is vital to the country's economic and social development. Haiti's government lacks the institutional capacity to run an effective public education system, so over 85% of Haiti's roughly 15,000 schools are privately run, by communities, NGOs, and faith-based organizations with little oversight, guidance or funding from the government. To address these issues, USAID/Haiti is strengthening Haitian non-governmental organizations active in education, through activities that increase access to and improve the quality of education while assisting the Ministry of Education (MOE) to reinforce its governance role.

Project Activities
The EQUIP1 project in Haiti provides scholarships that enhance learning opportunities for students, and assists the Ministry of Education (MOE) in establishing a primary school accreditation system. The local institution, the Fonds de Parrainage National (FPN), implements the scholarship program for children adversely affected by natural disasters and civil unrest. The project also seeks to build the capacity of FPN so they will be able to continue their efforts after USAID funding has ended. An additional component works with the MOE's Directorate for Support to Private Education and Partnership (DAEPP) to establish a nationwide accreditation system for private schools-a critical prerequisite for providing public funds to private schools.

Project Impacts
Since it began, the EQUIP1/Haiti project has:

  • Provided scholarships and school supplies to almost 15,000 students.
  • Purchased and distributed 130,243 notebooks, 51,284 pens, 38,743 pencils, 12,679 pencil sharpeners, 21,484 erasers, 7,713 dictionaries, 1,323 maps, and 1,323 boxes of chalk to 185 schools.
  • Provided an innovative summer school program combining academics with arts and sports to over 3,800 students from populations devastated by floods in 2004.
  • Provided recovery grants to 2,500 teachers in the disaster regions to replace their personal effects, such as appropriate clothing for teaching.
  • Established 71 school committees.
  • Introduced training for MOE inspectors nationwide in school accreditation.
  • Renovated the DAEPP office.
  • Developed prototype database for accredited schools.
