| Malawi Education Sector Policy, Planning, EMIS Support Activities and Higher Education Strategic Plan Development
Malawi's education sector continues to face two critical problems. The first problem is the rapid and unchecked spread of HIV/AIDS that has caused the average life expectancy in Malawi to drop from 46 years in 1990 to 40 years in 2004. The second problem, classroom overcrowding, was caused by the introduction of free primary education in 1994. Free primary education has resulted in massive increases in enrollment. While enrollment increases are generally a good thing, there is now a greater need to recruit and train many more teachers in order to slow the increasing student dropout and repeat rates, reduce overcrowding, and increase education quality.
The USAID-funded Malawi Education Sector Policy Support Project is an integrated set of support activities addressing key constraints to the education sector. The project's activities are designed to support the Malawi education system through policy improvement, new systems and strategies, and increased organizational capacity. While each of the project's three components has distinct objectives, the project has been implemented in an integrated fashion with common operational strategies to assure that all activities are mutually reinforcing.
Improved Strategic Planning and Management for Education Sector Plan Implementation Workshops, discussions, and research support more efficient strategic planning and management to implement key sector reforms. This includes activities that addressed policies, strategies, and planning for teacher education and HIV/AIDS.
Strengthen Education Management Information Systems (EMIS) This component supports the ongoing strengthening of the EMIS system through targeted needs assessments, in-country training of Ministry-, Division-, and District-level personnel, and computer procurement. Develop Strategic Business Plans for Universities of Malawi and Mzuzu Project consultants assist in the preparation of a five-year strategic business plan and detailed budgets for Universities of Malawi and Mzuzu.
