Director Certification

Photo of three people sitting on a panel called Investing in Macedonia's Future TogetherSEA's director certification component is assisting the efforts of the Ministry of Education and Science (MoES) to develop a director certification program. Many school directors in Macedonia have been politically appointed without necessarily having any experience or knowledge in education management. SEA's director certification component aims to address this lack of management knowledge and provide directors with the training they need to be effective and dynamic leaders of school and education improvement in their communities. Originally planned to include the certification of Macedonia's 90 secondary school directors, the program has recently been expanded to include over 300 primary school directors as well.

A group of 12 individuals plus one alternate (known as the G13) was selected in spring 2004 to develop the certification program. In order to become certified, directors will need to receive training in a number of topics, or modules. The G13 is responsible for choosing and developing the content of these modules.

During summer 2004, the G13 received training to prepare them for the task of module writing. The group then drafted six modules and presented these modules, along with recommendations for the certification process, to the Ministry of Education and Science in December 2004. In addition, the G13 were certified as trainers for the workshops that will be held to train school directors in the modules. The G13 is presently writing guidebooks to be used in these workshops, which are scheduled to begin in February 2005.
