What has happened to special education in the context of education reform in El Salvador? How has it developed in the education system? What are its achievements and its challenges in face of a new ten-year plan? So far there has been no study giving answers to these and other questions concerning special education in El Salvador. Previous studies have discussed quality in educational services in a superficial manner and addressed specifically issues in care for persons with sensory disabilities as well as the operation of schools and classrooms, but without giving an overall view of the subject.

This study is an effort to understand issues in coverage and quality in special education, legislation, placement of services within the education system, investment by the state in this topic and policies, both existing and to be developed.

Details about Policy Research

Component 3. Extend educational policy research.
EXCELL's third component seeks to strengthen the MOE and the research community to extend the body of available knowledge concerning educational quality. This component will focus on research for educational reform through action research approaches that involve the institutional and social subjects in critical and constructive reflection. Through education policy and research forums pertinent topics will be identified and the discussion about the sector's problems and the most effective strategies for the improvement of education quality in rural schools will be explored.
