EXCELL seeks to increase quality in education in rural schools through four areas of intervention: instructional leadership, effective pedagogical practices, school organization and evaluation. To do this the project implements a model integrating training, quality reflection circles and post-training technical assistance in schools. To ensure the effectiveness of EXCELL's quality in education intervention it must take into account the conditions under which the project's subjects actually work, as well as their professional characteristics and circumstances. The information that is presented here has served to design the project's training and technical assistance plan and continues to orient decision making concerning technical and logistical issues for EXCELL's services. This document presents a synthesis of data collected to illustrate the conditions and features of the principals and teachers in schools with which EXCELL works. The document is mainly descriptive, but some analytical comments are made to increase its usefulness.

Details about EXCELL: School Principals

Component 2. Improve learning conditions for student achievement in at least 250 rural schools, K-6, through training and technical assistance to school principals.
EXCELL's second component seeks to strengthen principals' strategic leadership to ensure that administrative, organizational and community activities are oriented to improving technical and pedagogical conditions in the classroom. This implies strengthening their abilities to encourage effective management tending towards quality in education and equity in opportunities for all. Component 2 will be implemented through training and technical assistance activities in the context of the principals' professional development using as important inputs activities in research, the training needs assessment conducted by the Spanish Cooperation and others made available to the Project by MOE, the school profile baseline study, as well as MOE's training priorities and other topics suggested by international literature as relevant to improved quality in education through principals' training. All this will lead to preparing a training and technical assistance program for principals in 250 rural schools, who will have learning material available for their training.
