Welcome to Excellence in Classroom Education at the Local Level (EXCELL)

Photo: Children from the EXCELL schools were invited to take part on equal footing as their parents, teachers and principals, and proved their leadership potential in the workshops. The Excellence in Classroom Education at the Local Level (EXCELL) project is designed to address priority needs for education in El Salvador and to improve student performance in 250 rural schools.

Through this initiative, EQUIP1 works with the United States Agency for International Development, El Salvador (USAID/El Salvador), to assist the Government of El Salvador Ministry of Education (MOE) to develop and improve its ability to implement effective educational policy; improve the effectiveness of school principals to manage schools and improve pedagogical practices; and enhance analytical capacity in educational research.

The project's strategy is to create excellence in rural schools primarily by strengthening the practice of school principals. The expectation is that better prepared principals will exercise an improved instructional leadership vis-à-vis teachers, parents and children, which will lead to increased educational quality in the classroom, particularly related to the areas of priority of MOE's quality in education policy. The project will assist rural school principals in understanding and implementing practices that are recognized to enhance student learning.

NEW: Inclusive Education Guidebook: We Can All Learn (in Spanish)
The purpose of this guidebook is to provide principals, school managers and teachers with an introduction to the principles of inclusion and some of the main components of inclusive education. Additionally it provides tools to increase educators' confidence concerning their ability to establish schools that admit and educate students with special education needs as well as without these.

Principals and teachers may use this guidebook to introduce the topic of inclusion to teachers, community leaders and families. It may also be useful in training, "schools for parents" and to increase community awareness. Above all, the guidebook should serve as a reference tool for schools that are about to begin, or have already begun to implement inclusive policies and practices. Finally, we invite our readers to find other uses for the guidebook as they address policies and practices promoting inclusive education.
