Problem: Communities have no role in classrooms

Activity: Local Cluster School Committee (LCSC)/Commune Education For All Commission (CEFAC) select local community members in order to work as teachers in the schools. Teachers are trained by the ESCUP program.

Resources Needed (provided through ESCUP central budget):

Child Seeking Schools (Mapping)

More Information

Problem: Communities have no role in supporting education

Activity: Local schools and communities conduct a survey in order to identify the children out of school on a map. These children then receive special services from the school (e.g., scholarships) to enroll.

Resources Needed:
  • Surveyors - $1 per day per person x 5 days
  • Survey
  • Stationery for mapping - $10 per school
  • Travel money

Community Teacher Boards

Activity: Commune EFA Commissions (CEFACs) supervise the selection, payment and monitoring of community teachers in collaboration with school directors.

  • Monitoring survey - $1 per day per person x 3 days per month x 9 months

Culture Centers

Activity: Schools set up special rooms or buildings to provide opportunities for children to study about the cultural diversity within their community.

General & Cultural Life Skills Studies

Activity: Both minority and Khmer children receive an opportunity to learn about culture and religion at the school. Classes utilize local people as a learning resource.

  • Remuneration for teachers - $0.50/hour per person x 4 hours/week x 10 weeks

Market Simulation

Activity: Schools organize special fairs that provide children with opportunities to use life skills that they have acquired during the year. The fairs provide an opportunity for the communities to be involved in children's education.

Community Announcement Boards

Activity: Schools construct announcement boards in villages in order to improve communication between schools and communities. The announcement boards provide information about enrollment drives, special school events or meetings, opportunities for parents to visit school, etc.

Community-based Pre-vocational Life Skills Classes

Problem: Community has no role in the provision of education

Activity: Schools provide children the opportunity to study pre-vocational courses that interest them with a community teacher. Schools recruit community members to teach these courses.

Resources Needed: $450 per group of 30 children

Community Youth Groups

More Information

Problem: Low outreach to the community

Activity: A community-based youth group consists of about 15 to 20 youth, either in lower secondary school or outside of school, who commit to the program which focuses on self-development and the development of the others. Participants volunteer to spend their free time planning and working with school children from different ethnic groups.

Resources Needed: $473 per group with 20 members
  • Site selection - per diem @ $15/day x 1 day x 1 person + $50 in travel costs per round trip x 1 round trip = $65
  • Refreshments & materials for meeting and planning - $15 x 6 meetings = $90
  • Materials for tutoring young children - $10/month x 6 months = $60
  • Integrated Pest Management Materials - $50 per group
  • Sport equipment (optional) - $40
  • Youth group exchange visit (optional) - $120 for bus rental and meals
  • Monitoring & on-going support - $48 for travel costs for staff and village-based support team

Bi-lingual Classroom Assistants (BCAs)

More Information

Problem: No community outreach by schools

Activity: In schools with large minority populations, schools recruit local teaching assistants who speak the indigenous language to assist state teachers in teaching minority children who do not speak Khmer well.

Resources Needed:
  • Community volunteers
  • Teacher trainers
  • Orientation - $2.50 per day per person for 1 day
  • Teacher remuneration - $10 per month per assistant
