Determining what works under what conditions is the function of Monitoring and Evaluation (M&E). Every aspect of the ERP program is monitored to provide sufficient data and information to define processes & reforms that contribute to improved educational practices that enhance student achievement, are cost-effective, and easy to replicate.

Ultimately M&E seeks out the factors and conditions that lead to positive outcomes and recommends model approaches to be adapted at scale to achieve quality education nation-wide .

System Wide
M&E's role is also to strengthen similar functions at the national, governorate, idara, and school/community levels because participatory monitoring & evaluation fosters informed and decentralized decision-making.
