Photo of a discussion The Ministry of Education is committed to decentralization of authority and function as appropriate from the central government to the mudiriya, idara, community, or school level.

ERP is helping to build Capacity for Decentralization in various ways-- supporting implementation of related policy and regulatory reform, encouraging acceptance of the principle as well as the practice of decision making at the local level.

System Wide
ERP is helping build system-wide capacity to restructure authority and redefine lines of accountability at the central, regional and local levels. Functions are transferred to the lowest organizational and social level best capable of undertaking the needed actions, regardless of whether the institutions are public, private or civic.:

    Learners
  • Central Government Ministries
  • Faculties of Education
  • Regional Government Agencies & Local Councils
  • Supervisors & Administrators
  • NGOs & CDAs
  • Parents & Community Members

    Activities

  • Support determination of appropriate level of authority
  • Promote acceptance of principle & practice
  • Draft guidelines for decision-making processes
